In minors Little League, what rules define when a play is over?

The player must be on the base while the pitcher (while holding the ball) is on the rubber. The runner can not leave the base until the ball either pes the batter, or the batter hits it. Also, If the ball were to bounce over the fence or something crazy like that, the ball is dead and players must return to the base they last touched.
