When i will go abroad and can i settle in abroad......?

You can go abroad if you have a pport, visa of the country you wish to go, money for fare and other expenses and page ticket. Whether you can settle in that country depends on whether you can earn there to maintain yourself. Unless there is some mutual interest I am doubtful if anybody will come forward to help you in this regard. Your date, time and place of birth is irrelevant in this matter.
